The Friday Staff Report to City Council provides weekly updates between staff and Council. This week’s report highlights the launch of the Capital Projects Performance Scorecard to enhance transparency, preparations for the May 3 election including charter amendments, upcoming accessibility improvements at North Lakes Dog Park, and a Girl Scout-led wildflower garden project at Avondale Park. It also features a pet adoption spotlight for Samantha, a three-legged German Shepherd in need of a home. Additionally, Council received a resident’s feedback regarding a proposed land donation tied to the Denton 195 project, with the City Council set to consider the related rezoning issue on May 6.

General Information

Performance Scorecards – Capital Projects
The City of Denton has introduced the Capital Projects Performance Scorecard as part of its ongoing transparency initiative. Available on the Strategic Plan Dashboard, this tool helps departments define core services, purpose statements, and performance measures. The data visualizations highlight the City’s efforts in planning, executing, and inspecting infrastructure projects, offering the public a clear view of Denton’s capital development work.

Special Charter Amendment Election – May 3, 2025
On May 3, 2025, Denton will hold an election for Council Places 2 and 3 and a special election for proposed City Charter amendments. Voters will decide on three amendments recommended by the Charter Review Committee and approved for the ballot by City Council. Information about the election is available on the City’s website.

North Lakes Dog Park Improvements – April to June 2025
Improvements at North Lakes Dog Park will begin April 21, with upgrades including the replacement of granite trails with concrete, enhanced stormwater drainage, and ADA-accessible ramps. The project will be completed in four phases. While large dog pens will remain accessible throughout, the small dog pen will be closed during Phase 3. Completion is expected by the end of June 2025.

Wildflower Garden Project – Avondale Park
Girl Scout Troop 2302 will create a wildflower garden at Avondale Park, building a 3×3 meter raised bed with painted cinder blocks. This educational project promotes sustainable gardening, invasive species control, and community engagement. Completion is expected by late September 2025. The garden will use ollas for irrigation and be maintained in partnership with Parks staff and other scout troops.

Mayor’s Shelter Pet Spotlight – Samantha the German Shepherd
Samantha, a six-year-old German Shepherd, is seeking a loving home after undergoing a front leg amputation. In the shelter since January 27, 2025, she remains affectionate and hopeful. Samantha would thrive in a calm, supportive environment that aids her emotional and physical recovery. Known for their loyalty, German Shepherds make devoted companions, and Samantha is ready to bring love and gratitude to her future family.

Denton 195 Project Park – Land Donation and Rezoning
Feedback was received from a resident about the developer of the Denton 195 project offering to donate part of the land, located southeast of I-35W and Corbin Road, to the City. As the area includes floodplain land, its ideal use would be for preservation and trails. The Planning and Zoning Commission denied the developer’s rezoning application on April 9. City Council will review the matter on May 6.
