The Friday Staff Report to City Council provides weekly updates between staff and Council. Upcoming construction at the landfill will enhance traffic flow and safety, while the utility billing system will undergo maintenance, temporarily affecting payments. The South Branch Library will close briefly for improvements, and recycling contamination rates have significantly dropped due to enhanced community education. Residents are encouraged to reduce light usage during peak bird migration. Additionally, staff responded to Council inquiries regarding park signage and parking patrols, addressing concerns over inoperable vehicles and improving inspection strategies.

General Information

Landfill Scale House Construction – Construction of a new landfill scale house will begin in October 2024, requiring temporary traffic changes at the facility. A temporary scale house will be set up to ensure uninterrupted service. This upgrade will enhance site access, reduce wait times, improve traffic flow, and increase safety. The current scale house’s waste handling capacity has grown from 600 to 1,500 tons per day since 2007. The project will last six months, and temporary operations will include both attended and automated scales for public and commercial use with clear signage for traffic changes.

Utility System Maintenance – From Friday, Sept. 6 at 6 p.m. to Sunday, Sept. 8, the utility billing system will be offline for maintenance, preventing customers from making payments or accessing self-service features. Scheduled disconnections for non-payment will resume on Tuesday, Sept. 10. Customers experiencing issues with their bills can contact customer service during business hours for assistance.

South Branch Library Temporary Closure – The South Branch Library will be closed for improvements starting Friday, Sept. 6 at 6 p.m. and will reopen on Tuesday, Sept. 10, with regular hours. The North Branch and Emily Fowler Central Libraries will remain open and continue to offer book drop services during this period.

Recycling Contamination Decline – In August 2024, the Solid Waste and Recycling Department achieved a 25% contamination rate in collected recycling materials, marking the lowest rate in three years. Contamination occurs when non-recyclable items or improperly cleaned recyclables are placed in recycling bins. The department reduced contamination through tagging, removing contaminants before collection, and customer education on proper recycling practices.

Fall Lights Out – During peak fall bird migration from Sept. 5 to Oct. 29, Texas will see nearly a quarter of U.S. migratory birds, most flying at night. Denton encourages residents and businesses to turn off non-essential lights from 11 p.m. to 6 a.m. and follow dark sky-friendly lighting practices. Denton Municipal Electric will dim residential streetlights during this period. Residents can sign up for local bird migration alerts to stay informed about peak migration nights.

Council Member Requests

Parks Signage – Council Member Byrd requested information about park signage on Monday, Sept. 2. Parks and Recreation staff have posted signs in all parks that display park hours and list prohibited activities.

Parking Patrol – Mayor Hudspeth requested information regarding parking patrols and overnight parking in city-owned lots on Wednesday, Sept. 4. Staff addressed concerns about inoperable vehicles in a city-owned lot, including one vehicle with expired tags, damage, and a flat tire, which was posted for impound. A strategy for regular inspection, patrol, and faster removal of such vehicles was developed, and staff will continue monitoring the situation and provide updates as necessary.
