The Friday Staff Report to City Council provides weekly updates between staff and Council. Highlights include the City’s ongoing mosquito response, with risk levels raised after the detection of West Nile Virus, and the completion of preparations for ground-level spraying pending Council approval. A new Development Activity Report was launched to inform residents about local development. The Robinwood Reconstruction project is set for a virtual community meeting, and invasive plant mitigation efforts will run from September through mid-November. Construction updates include delays on Roselawn Drive and the suspension of work in the Broken Arrow neighborhood due to subgrade issues. Additionally, efforts to enforce contractor compliance with operating hours and restore online access to Council voting history by November were noted.

General Information

Mosquito Response – In May 2024, the City began deploying mosquito traps as part of its seasonal response. The Mosquito Surveillance and Response Plan (MSRP) started at Risk Level 2 due to prior detections of West Nile Virus (WNV). After more positive mosquito tests, the risk level was raised to Level 3 on June 28, and following a confirmed human case of WNV by Sept. 20, it was elevated to Level 4. Ground-level spraying preparation is complete, but it requires City Council approval for spraying to commence, which is a potential action at Risk Level 5.

Development Activity Report – The City’s Development Services launched a new Development Activity Report. This tool provides residents with insight into city development, featuring data on active projects, residential and commercial permits, and development submissions.

Robinwood Reconstruction – A virtual community meeting for the Robinwood Reconstruction project will take place on Sept. 26. The project involves reconstructing several street segments, including improvements like asphalt paving, concrete curbs, and possible driveway replacements.

Invasive Plant Mitigation – From Sept. 23 to mid-November, the Parks and Recreation Department will apply pre-emergent herbicide to city properties as part of its annual Integrated Pest Management Program. The herbicide is used to prevent weed growth, and treated areas will have posted signage indicating the time of application.

Council Member Requests

Roselawn Drive Street Closures – Roselawn Drive has experienced construction delays, and the road is expected to reopen after guardrails are installed in early October.

Vegetation Management – Adjacent property owners are responsible for tree maintenance, but the City can remove hazardous or dead trees in public rights-of-way.

Road Construction Suspension – Road construction in the Broken Arrow neighborhood has been paused due to subgrade issues. Core sampling is being conducted, and recommendations are expected within two weeks. Safety measures are in place during this period.

Construction Operating Hours – Contractors working outside approved hours were reported. After inspections, the developer corrected the non-compliance.

Council Vote History – Online access to Council vote history is being reestablished, with the process expected to be implemented by November. Voting records are always available in public documents on the City’s website.
