The Friday Staff Report to City Council provides weekly updates between staff and Council. Staff presented the history and purpose of the Rayzor Ranch Overlay District (RROD), covering 406 acres and its development standards, highlighting challenges due to multiple amendments and the transition from the 2002 to 2019 Denton Development Code. General Information
Rayzor Ranch Overlay District Ordinance Consolidation Update – At the April 24, 2024, Planning and Zoning Commission work session, staff presented the history and purpose of the Rayzor Ranch Overlay District (RROD), created in 2007. The RROD encompasses 406 acres on both sides of US Highway 380 between I-35 and Bonnie Brae Street, providing design and development standards using the 2002 Denton Development Code (2002 DDC) as its base.
Most current standards have been in place since 2010, with southern areas receiving standards in 2016 or later. The RROD has been amended over twenty times since 2007, and the new 2019 Denton Development Code (2019 DDC) replaced the 2002 DDC except for the RROD. The multiple amendments and the new DDC have made the RROD complex to interpret and implement.
A placeholder (Appendix A) was created in the 2019 DDC to consolidate and adopt RROD standards at a future date. The goal is to simplify administration and make standards easier for landowners, developers, and residents. Since early 2023, staff has worked with a consultant to create Appendix A to add the RROD into the DDC.
A public hearing on June 26, 2024, resulted in a favorable recommendation for the consolidated Appendix A text. Staff plans to present this to the Council on July 16, 2024. Feedback from affected property owners has been incorporated into the draft.
Council Member Requests
Developer Fuel Tank – On July 4, Council Member Holland addressed a resident’s concern about a fuel tank near their property. Staff worked with the developer to move the tank away from homes.
Noise from Bitcoin Mining Facility – On July 10, Mayor Hudspeth received a resident’s inquiry about noise levels from a Bitcoin mining facility. Staff communicated with residents and shared detailed information, including the city’s noise ordinance related to mining facilities.
