The Friday Staff Report to City Council provides weekly updates between staff and Council. Staff outlined expanded inclement weather shelter operations during a winter storm and extreme cold warnings, restoration of the City Council contact form with all missed messages delivered, and a TCEQ landfill inspection that found no violations. Updates also included the monthly mobility and financial reports, scheduling details for a LIHTC project public hearing, and a pet adoption spotlight. Council inquiries covered East McKinney Street speed limits with enforcement and future Vision Zero review, ongoing coordination with Union Pacific on downtown rail quiet zones, and repairs to a malfunctioning traffic signal at Frame Street and University Drive.

General Information

Inclement Weather Shelter Operations – Winter Storm and Extreme Cold Warnings triggered expanded inclement weather shelter operations at the Denton Community Shelter, with increased capacity, lifted suspensions except for safety-related trespass cases, coordinated outreach during the annual homelessness count, DCTA passes for transportation, and warming stations available during posted hours with daily City staff check-ins.

City Council Contact Form Restoration – A delivery issue with the online Contact All City Council Members form was identified and corrected, all previously submitted messages were compiled and provided to Council, and staff will continue monitoring the system to ensure reliable communication.

TCEQ Landfill Inspection Results – The Texas Commission on Environmental Quality conducted comprehensive solid waste and air quality inspections at the Denton Landfill, reviewing records, operations, and gas systems, and found no violations or areas of concern.

Monthly Mobility Report – The monthly transportation update from Innovative Transportation Solutions provides an overview of regional TxDOT projects and current mobility initiatives for Council review.

Monthly Financial Report – The November 2025 financial report presents a year-to-date overview of City revenues, expenditures, performance, and budget variances.

LIHTC Project Council Consideration – Under the City’s updated LIHTC policy, no work session discussion is scheduled for the 9% tax credit application, and Council will hold a public hearing and consider a Resolution of Support at the February 3 meeting, with the related public meeting rescheduled to January 28 due to potential weather impacts.

Mayor’s Pet Spotlight – Maverick, a 6-year-old German Shepherd at the animal shelter since December, is described as energetic and social, needing an active home with structure and training support, and is being highlighted to encourage adoption.

Council Member Requests

East McKinney Street Speed Limit – Speed and crash data do not support an immediate speed limit reduction near Ryan High School, but transportation staff will coordinate targeted police enforcement and include the corridor in a future citywide review under the Vision Zero Phase II plan.

Union Pacific Railroad Quiet Zones – City design work for downtown railroad quiet zones is complete, but implementation timing remains uncertain as the City continues working with Union Pacific Railroad on required agreements and final cost details.

Traffic Signal at Frame Street – After a report that the signal at Frame Street and University Drive was flashing red, traffic operations staff inspected the intersection, made repairs, and restored normal signal operations.
