Affordable Housing Strategic Toolkit: A Key Initiative

The City of Denton adopted its Affordable Housing Strategic Toolkit in February 2022 to address growing challenges in housing affordability. The toolkit focuses on five strategies:

  1. Infill Development
  2. Zoning Relief
  3. Capacity Building and Resource Expansion
  4. Preservation of Affordability
  5. Improving Access to Housing Information

Initial steps have been taken, such as awarding $200,000 in one-time American Rescue Plan Capacity Building Grants to local housing nonprofits and developing tools to identify vacant sites for potential housing projects. Additionally, amendments to the Denton Development Code now allow small home communities, and public dashboards track the status of toolkit implementation.

While these efforts are promising, the audit cautions that the reliance on voter-approved bond funding for 2025-2027 is not a sustainable solution. The City must secure alternative funding sources to fully implement the toolkit over its planned 10-year timeline.

  • Rental Repair Program: Targets property owners to rehabilitate rental units, making them affordable for low-income tenants. Few applications were received in 2023 due to restrictive eligibility requirements, which have since been adjusted.
  • Homebuyer Assistance Program: Supports first-time buyers with down payments and closing costs. This program also saw limited participation in 2023, hindered by rising property prices.

The audit revealed that these programs align with federal HUD guidelines, but public awareness remains a significant barrier. Enhanced outreach efforts, informed by demographic data, are recommended to increase participation.

Efficiency and Management Enhancements

The City’s transition to a centralized electronic application system remains incomplete, with some program documentation still managed manually. Fully adopting the system would streamline operations, reduce inconsistencies, and improve compliance with HUD grant requirements. The audit also highlighted the need for:

  • Updated procedures for monitoring program outcomes.
  • Clear guidelines for reviewing applications and grant drawdown requests.
  • Targeted engagement to reach underrepresented communities, such as Asian households, who appear to face greater housing challenges but are less likely to apply for assistance.

Recommendations from the Audit

To address these challenges, the report outlined seven key recommendations:

  1. Secure sustainable funding for the Affordable Housing Strategic Toolkit.
  2. Establish metrics to measure toolkit outcomes, including housing unit production and return on investment.
  3. Improve marketing by gathering data on how applicants learn about housing programs.
  4. Develop detailed procedures for the Rental Repair and Homebuyer Assistance Programs.
  5. Ensure all application and project documentation is stored centrally.
  6. Enhance monitoring of grant drawdown requests and supporting documentation.

City officials have agreed to implement these recommendations, with progress timelines spanning 2024-2025.
