The Friday Staff Report to City Council provides weekly updates between staff and Council. This week’s report notes that weather delays have pushed Riney Road’s reopening to Aug. 20, with temporary sidewalks and crosswalks ensuring safe access to Reeves Elementary at the start of school. Mayor Hudspeth was honored by the Texas Public Power Association for his federal energy policy advocacy, and the Mayor’s Pet Spotlight features McDonald, a friendly shepherd mix seeking adoption. Two local mosquito traps tested positive for West Nile Virus, prompting a moderate-to-high risk warning and prevention guidance. Street reconstruction in Neighborhoods 2 and 6 continues amid weather and utility delays, with targeted paving work scheduled for mid-August, and an all-way stop will be installed at W Windsor Drive and the North Lakes Park Recreation Center to improve safety.

General Information

Construction on Riney Road – Weather delays have pushed back completion of Riney Road beyond the Denton ISD school year start on Aug. 12. Temporary sidewalks and crosswalks will be installed at Hardaway Road to connect students to the south side shared-use path by the first day of school. From Aug. 12–20, access to Reeves Elementary will only be available via Discovery Boulevard and US-77/Elm Street, with all front driveways open. Texas Public Power Association Recognizes Mayor Hudspeth – Mayor Hudspeth received the TPPA Public Service Award at the July 14–16 annual conference for his work on the APPA Policy Makers’ Council. His advocacy raised awareness of electrical supply chain issues, gained Senator Ted Cruz’s involvement, and influenced federal energy efficiency standards that will ease supply chain problems, lower utility bills, and reduce energy waste and pollution.

Mayor’s Pet Spotlight – McDonald, a three-year-old, 60-pound shepherd mix, is crate- and potty-trained, energetic, and enjoys playing with other dogs. He responds to “no,” loves running, learning new tricks, and treats, though he may nip at the leash. With proper stimulation, he is calm and ready for a forever home.

West Nile Virus Risk Level 4 – On Aug. 7, two mosquito trap sites tested positive for West Nile Virus. The risk of human outbreak is moderate to high, with greater danger for those over 50 or with weakened immune systems. Symptoms can include fever, headache, muscle pain, nausea, stiff neck, vision issues, tremors, confusion, and seizures. Most infected people recover without symptoms, but medical care is advised for concerning signs. Prevention tips are available on the City of Denton mosquito safety page.

Council Member Requests

Neighborhoods 2 & 6 Update – Package one was completed in March, while packages two and three are still under construction with an expected finish in Q4 2026. Weather and utility conflicts, including Atmos gas line issues, have delayed several streets such as Aileen, Scripture, and Congress. Coordination with Atmos is ongoing to reduce disruptions. Asphalt surface lifts for Aileen Street and Crescent Street (Carroll Boulevard to Bolivar Street) are planned for the week of Aug. 11, with better weather expected to speed up progress. North Lakes Recreation Center Stop Signs – Following resident feedback, the intersection at W Windsor Drive and the North Lakes Park Recreation Center will be converted to an all-way stop. The east-facing stop sign and stop bar will be relocated to the east side of the crosswalk, and pedestrian push buttons and activated lights will be removed and repurposed for other pedestrian crossings.
