The Friday Staff Report to City Council is a weekly communication between staff and Council. The City of Denton was honored with two awards. Police are investigating a video that appears to show a landlord and tenant arguing. The Street Sign Topper Program webpage is now live. The city is working on new ordinances to deal with parking and towing. Upcoming events Denton Black Film Festival screening of Alice street, Fall Twilight Series, Community Tree Giveaway, and others. Upcoming road closures, including Hickory Creek Road, will close for construction.

General Information

Denton Record-Chronicle published an article about the City’s use of Chapter 380 tax incentives, which included a factual error. The article was updated to indicate that the City does track jobs created for workers living in Denton.

The City of Denton was honored with two awards and as one of three finalists for the Diamond Award in the 2022 Savvy Awards Competition.

The City council Work Session Room will be receiving several upgrades in order to improve its function and aesthetic.

The City Council has given direction that contingency funds will be consolidated with the sponsorship program, starting in Fiscal Year 2022-2023. Staff are still working on a request for Lifeworks Community, but were not able to get the documentation they need from TEA Fund.

Former Denton Police Department officer David Schoolcraft was sentenced to 10 years in prison for possession of child pornography. The Department of Justice news release is available online.

Police are investigating a video that appears to show a landlord and tenant arguing.

Denton Parks and Recreation hosted the first meeting of the Denton Teen Council, which accepted 16 teens into the program.

The Street Sign Topper Program webpage is now live and allows community members to request street sign toppers conference.

Council Member Requests

A Union Pacific Railroad cleanup near Fort Worth Drive and I-35 was completed on September 21 and 22.

The Mayor Pro Tem inquired about available sites that could be used to store and distribute toys for a community organization, but staff advised there is no currently available space.

Mayor Pro Tem Beck inquired on a map or identified locations for benches and picnic tables throughout the park system so that residents can enjoy them.

Council Member Byrd shared a request from a business on a contractor payment. Staff advised that the contractor had filed a claim with the city and is in the process of resolving it.

The City is working with Capital Edge to find funding opportunities for the Inflation Reduction Act.

The Mayor Pro Tem inquired about a public hearing sign on University Drive. Staff advised that the project would be updated on the maps and dashboards.

Council Member McGee inquired about the ability to restrict towing companies from driving through apartment complexes proactively monitoring and towing vehicles. The city is working on new ordinances to deal with parking and towing. Police will work with City Attorney staff to explore changes that may be made to ordinances addressing the public’s concerns.

Council Member McGee inquired about whether the road to the North Lakes Park Airfield and Dog Park parking lot will be paved, but it won’t be.

The City has awarded 11 tax abatements since 1999, with 2 active abatements and 1 that has not yet been initiated.

The City Council Member requested that the swearing in of the new Police Chief be held in the evening so more working residents could attend, but staff advised that it was planned for 2:00 p.m. to accommodate the new Police Chief and his family.

Hickory Creek Road and FM 1830

Denton Public Safety Communications received multiple calls reporting gunshots in the area of W. Hickory and N. Carroll Boulevard. Officers recovered several shell casings, but no injuries or property damage were reported. Council Member Davis and Mayor Pro Tem Beck have requested staff follow up with a community member who had contacted Council regarding the shooting, as well as organize a community meeting for the impacted neighborhood.

Maguire inquired about interim safety measures at the intersection of Hickory Creek Road and FM 1830, which is set to begin construction in Q3 2022. The Hickory Creek Road will be closed for construction and will reopen in 2024.

The Mayor contacted the City Manager’s office to request clarification from residents about the speed limit on Vintage Boulevard. The Citywide Speed Study did not include data from Vintage Boulevard and the section of Bonnie Brae Street north of it because of construction activity. Future data collection will be necessary to understand the impact of new construction on traffic patterns.

Upcoming Community Events and Meetings

Dementia-Friendly Nature Walks – The Dementia-Friendly Nature Walk program resumed its Fall season on Wednesday, September 21. The walks are held every Wednesday, 10-11 a.m. through November 9 and provide those living with dementia and their caregivers an active and sensory-stimulating respite in their week.

Adult Archery Program – Denia Recreation Center will debut the Adult Archery Program on Saturday, September 24. The program provides participants a basic course on the fundamentals of archery and practice time.

Denton Black Film Festival Screening at ALH Senior Center – The Denton Black Film Festival and the Southeast Denton Neighborhood Association will host a film screening of Alice Street to be followed by a panel discussion on Monday, September 26.

Fall Twilight Tunes Series – The Fall Twilight Tunes Series will continue on Thursday nights from 6:00 p.m. to 7:30 p.m. through October 27th. This event series features local artists, musicians, and performers and will have 500 to 750 attendees at each event.

TxSWANA Safety Committee Denton Landfill Small Hauler Outreach Event – The Lone Star Chapter of the Solid Waste Association of North America (TxSWANA) Safety Committee will host a Small Hauler outreach event to educate waste haulers on safety measures.

Chief of Police Swearing-In Ceremony – The swearing in of Doug Shoemaker as the Denton Police Department’s Chief of Police will take place on October 3.

Día De Los Muertos Celebration – The Parks and Recreation Department will host a Día De Los Muertos Celebration on October 15, which will feature a keynote speaker, various vendors, resources, and raffles.

Fall into Gardening – A free Landscape Class will be held on October 20 to help people control plants in their lawn and landscape. RSVP online.

Energy Efficiency Tips and Tricks – Save money and learn how to save energy by joining us on October 22 at 10 a.m. RSVP online.

Community Tree Giveaway – The Community Tree Giveaway is a yearly event where 700 trees are distributed to Denton residents. Denton residents can register for a free tree from the city starting October 4.

Recycling 101 – Join sustainability on November 15 for Recycling 101 to learn about what is and is not accepted in recycling. RSVP online to join Recycling 101 at 6 p.m. at Emily Fowler Library.
