The City of Denton is inviting public comments until September 30 on proposed substantial amendments affecting the allocation of HOME Investment Partnership Program (HOME) and HOME Investment Partnerships American Rescue Plan Program (HOME-ARP) funds. These funds, received from the U.S. Department of Housing and Urban Development (HUD), are critical for supportive housing services.
Key Amendments
- 2021 to 2025 Action Plans for HOME funds: Approximately $693,039.11 in unprogrammed HOME funds are to be allocated for Tenant Based Rental Assistance (TBRA) and supportive services aimed at those experiencing homelessness, covering security and utility deposits.
- 2021 Action Plan and HOME-ARP Allocation Plan: Redirect an estimated $501,712.28 in HOME-ARP funds to focus solely on supportive services, especially case management for households moving to permanent housing.
- 2023-2027 Citizen Participation Plan: Update to allow directly awarding funds to a subrecipient for managing TBRA and supportive services, bypassing the current notice of funding availability and application period.
- 2023-2027 Consolidated Plan: Document the need for TBRA and supportive services, establishing tenant preferences in line with HOME-ARP assistance to support people experiencing homelessness, those at risk of homelessness, or fleeing domestic violence.
