The Friday Staff Report to City Council provides weekly updates between staff and Council. This week’s highlights include financial and mobility updates, recognition of Denton Television’s national awards, and progress on City Council priorities. Amendments to short-term rental regulations have boosted registrations and tax revenue, while bond sales for infrastructure projects earned high credit ratings. City facilities will see brief closures for training and repairs, and zoning changes are proposed to expand mixed-use opportunities downtown. Additional updates cover library and road closures, shelter capacity changes, and various community projects. Council member requests addressed school-area construction timelines, resolution of internet outages, wind turbine permitting rules, enforcement of noise ordinances at construction sites, and resources explaining the street reconstruction process.

General Information

Monthly Financial Reports – The City of Denton’s Monthly Financial Report offers a year-to-date overview of financial performance, including revenue, expenditures, and budget variances.

Short-Term Rental Status Update – Amendments to Denton’s Short-Term Rental regulations took effect Jan. 1, 2025, clarifying rules, expanding eligible zoning, capping registrations at 1,000 units, and adding a 100-foot separation in residential districts. Registered rentals increased from 7 in 2023 to 135 by July 2025. Hotel Occupancy Tax revenue from short-term rentals is up 44% year-to-date, potentially adding $22,666.69 by year-end.

NATOA Award Finalists – Denton Television (DTV) is a finalist in five categories and received one Award of Honor in the NATOA Government Programming Awards, recognizing excellence in local government media. Winners will be announced Aug. 21, 2025, in New Orleans.

DTV Video Highlights for July – DTV released videos spotlighting the Denton Chess Club, the Drainage Department, the Summer Reading Challenge, and a rebate program for electric lawn equipment. All are available on DTV, social media, and YouTube.

Mayor’s Pet Spotlight – Shaggy, a 2-year-old Terrier-Pit Bull mix with high energy and love for toys, needs a home due to stress from a long shelter stay. He thrives with active owners, does well with big dogs, and benefits from leash training.

Fitch and S&P Global Bond Credit Rating – The City’s July 23 bond sales for infrastructure and debt refunding received ‘AA+’ ratings from Fitch and S&P, the second highest available.

South Branch Library Closure – Closed Aug. 15 for staff training, reopening Aug. 16. Book drop remains open, and holds will be extended by one day.

North Branch Library Closure for HVAC Replacement – Closed Aug. 16–22 for HVAC work, reopening Aug. 23. Parking lot, drive-up window, and book return will be inaccessible during closure; holds will be extended.

City Council Priorities Update – The City Manager’s Office provided a third-quarter progress report on initiatives aligned with Council’s Key Focus Areas, available on the public dashboard.

Airport Rd/FM 1515 Closure – TxDOT construction prompted closure of South Bonnie Brae from Airport Road to I-35E. Airport Road traffic is detoured to Western Boulevard for safety.

Denton Community Shelter TransitionOur Daily Bread began transitioning to a housing-focused model on Aug. 1, reducing overnight capacity from 161 to 120 while increasing case management. Capacity will expand during extreme weather.

Expanding Opportunities in Southern Downtown – Staff proposes expanding Mixed-Use Downtown zoning south of the Square. Supported by neighborhood attendees and P&Z, the ordinance will be presented Sept. 10 to P&Z and Oct. 21 to City Council.

Council Member Requests

Construction on Riney Road Near Reeves Elementary – Paving is underway from Bonnie Brae to Reeves Elementary, with all school driveways open by Aug. 4. Access from Bonnie Brae will open by Aug. 18, and the sidewalk is expected to be complete by Aug. 12 to provide safe student routes. Alternate crossing routes at Bonnie Brae will be clearly marked for safety. Work is being expedited to finish quickly.

King’s Ridge Internet Issues – Internet outages caused by damaged underground lines during construction have been resolved. Temporary lines were used until permanent repairs were completed, with full service restored on July 28.

Residential Wind Turbine Permit Requirements – Adding a wind turbine to a home with an existing solar system requires a new permit, review, and inspections. Installations must meet Denton Development Code and 2020 National Electrical Code standards, with engineering documentation on roof load capacity.

JPI Jefferson Bonnie Brae Noise Complaints – The contractor lacked a noise ordinance exception and began work early on July 26. Staff instructed that work must comply with ordinance hours. Residents can report violations to police, with Public Works and Building Inspection able to take further action for repeated issues.
