The University of North Texas (UNT) is offering a range of programs and resources to help Texans with disabilities secure meaningful employment through its Texas Beacons of Excellence project. Part of the university’s Workplace Inclusion and Sustainable Employment (WISE) initiative, the project aims to provide pathways toward fair wages and integrated employment opportunities for people with disabilities.

The initiative is linked to a federal effort known as the Disability Innovation Fund Subminimum Wage to Competitive Integrated Employment (DIF-SWTCIE). Texas is one of 14 states selected to participate in the program, which supports transitioning individuals with disabilities from subminimum wages—allowed under federal law in certain cases—toward competitive employment with equitable pay.

“By supporting this often-overlooked group, we’re helping them fully engage in the community and economy,” said Lucy Gafford, director of UNT WISE. She highlighted the positive economic effects of inclusive employment practices and the broader benefits to the workforce.

In partnership with Texas Workforce Solutions, UNT WISE provides education and training for people with disabilities, their families, educators, and employers. The initiative works to help individuals achieve competitive, integrated employment and encourages employers to build more inclusive work environments.

The Texas Beacons of Excellence project is designed to create a replicable model for transitioning workers with disabilities into more inclusive roles. Over the next five years, the project aims to move at least 10% of Texans currently earning subminimum wages into higher-paying, competitive positions.

The project has already seen success. Natasha Randolph, who previously worked in a subminimum wage job, is now employed part-time at a Goodwill retail location, earning above minimum wage. Jerome Turner, another participant, secured part-time employment in Goodwill’s IT department after completing an internship through the program.

“We need to provide resources and show people what they can achieve,” said Sonia Martinez, senior program coordinator for UNT’s Beacons of Excellence project. Ryan Cole, the project’s director, emphasized how employers are realizing the potential of workers with disabilities and are excited about the shift toward more inclusive workplaces.
